I like homemade toys the best.  The great thing is that kids usually do, too!

I put textured letter stickers on frozen juice can lids to make "coins" to put into a "bank" consisting of a coffee can with a slit cut into the top. 

A simpler idea is to put stickers on milk caps.  Below I have a few trucks and some animals.  Not only can the child practice fine motor, but also cognition and language, all while "playing."
